[Skywarn_announce] New SKYWARN Email List - Testing - Resend from RCN account

Hello to all.. 

At the request and discretion of Phil McNamara-N1XTB, he has constructed a new email list for the SKYWARN Announcement list. The new list has some new features including a graphical interface for adding email addresses and other user controls. The previous email list has been running for 17 years on the old server. This list will run on the new server and should hopefully be an improvement beyond the old server and email list. 

I have added members of the Eastern Mass. ARES staff to this list for testing. I may send this exact same email from my RCN email address for test purposes. 

Via the old list, I will send out to people what to expect as we migrate. My goal, barring any technical issues, is to have this list migrated by mid-week. This has been long overdue for Phil-N1XTB and I'm glad to finally get this done for him. He had come up with the new email list system during my mom's fight with cancer and its taken awhile for me to get my hands on getting this done. Over the course of my "staycation" this week, it will be good to get this completed.
